In short, no.
But it's actually more complicated.
For the first one I sanded the paint off with my Dremel (I actually have a Proxxon but same thing). It's "painted" with a combination of artist acrylics (red & silver bits), ink, crushed pastels and acrylic clear coat.
For the War Rig, I spray primed the whole thing then painted over it. I only roughed up the paint on the car part a bit. I don't really care about imperfections or hints of previous color, I think it adds to the overall effect.
