They cannot scan/protect the same villager in one night (this will be coordinated through the moderator of the game)...

This means that if Farmer John and Farmer Paul both try to protect/scan Villager George, then

(a) they will know that they collided somehow over George, and
(b) they won't know whether it was protect/scan or protect/protect (or scan/protect or scan/scan).

If farmer John submits his order first to protect villager George then his order stands. If Farmer Paul comes in later and says scan Villager George he will get a message stating he saw someone else approach the house and decided it was too dangerous to continue. He then moves on to Villager B. I would have each farmer submit a plan A and plan B.

If they ever know each other then they both can protect and scan the same villager since they will not be frightened away. May also let them know the identity of the Dr if they spy on someone being injected that night.
