To me, the two right was a natural driving movement that would have been a reasonable move for any driver coming out of the turn seeking to adjust movement in a normal manner, and would have entered the turn in the left lane, if able. The presence of bb forced him into a suboptimal path through the turn. Again, to me, the presence of two turns in that movement is what sets it apart.
Well, that's different than what we were saying before, that the distinguishing factor was the rules for overtaking a car vs. the rules for avoiding debris ("dangerous space"). With this explanation the rule appears to be that you can't move back into a lane that you were in on a straightaway UNLESS it involves passing a car or debirs AND the move seems like a "natural driving move" from the perspective of the pretend driver (which is ultimately a qualitative assessment - the 'icky' factor).

Anyhow, this only comes up so often, but I'd think the first rule (car vs. debris) is a better one than the second rule (the 'well, it looks like something a driver might do' rule).

Agreed. The rules call out car avoidance with much more rigor than the avoidance of debris.

Forward 2, left 1, forward the rest. 2 tire damage. Could have been worse.

Sounds about right. 1 right, 1 left, the rest forward. Burn 3 brakes and two tire points to stop only one space past the last space of the turn in the outside lane.
