I can't see the official rules, but the Universal Head summary only references tires being used when it's a collision.

Per this post from way back when:
If you wish to use your brakes, you may, at any time, reduce your forward movement by one Brake WP spent for every space removed up to three spaces. You may use up to three Tire WP to slow an additional three spaces. You may not exceed a maximum of six spaces in this braking maneuver. You may reduce your Brakes WP to zero. Since this is always a voluntary action, there is no penalty.

I suspect that is a misinterpretation of the rules. There are several places where the way it is presented make special cases seem like general cases and I think this is one of them. Unfortunately I don't have the rulebook here and can't find the whole thing online.

Braking

A player may use his brake WP at any time to avoid having to advance the full number of spaces shown on the die. This can help to prevent losing tire WP if he would otherwise overshoot a corner.

A driver can find himself blocked by one or more cars which he is unable to overtake. After the
driver has moved his car forward as many spaces as possible, he counts how many spaces he would have moved if he had not been blocked. The table below shows how many brake WP and tire WP the
car loses as a consequence.
Spaces remaining Brake WP Tire WP
1 1 0
2 2 0
3 3 0
4 3 1
5 3 2
6 3 3
7 The car is eliminated from the race.
The Brake/Tire WP use is specifically mentioned for avoiding a blockage.

So does that mean absent a blockage (say, coming out of a turn with no cars in front of you) you can use as many brake WP as you have to avoid overshooting too far?
