But I assumed that a card shuffle was public info since (a) anyone bothering to count the deck would know it was coming, and (b) in a tabletop game it would of course be completely visible. It just didn't seem like something that could possibly be private info.

You weren't around during the early days of Werewolf here, so you get a pass. We learned early on that folks would exploit that information to gain trust... and even quote oddities and anomalies in a mod's PM to confirm authenticity. So we forbade all such meta-discourse.

I would vote for Moliere/Remus. I would also vote for Remus/Moliere - which might be safer as I don't think Moliere is Hitler. Although it really doesn't matter - lose because we elect Hitler or lose because Hitler passes F-F, it doesn't really matter.

A veto counts as a failed election. Disqualification applies to the last members of a government that enacted legislation. Auto-enactment resets all disqualifications.
