Link - FIFE is a Fallout emulator of a sort, it loads the old dat files but in its own updated rendering engine. Its uses OpenGl and allows for a number of cool effects such as alpha blending. Custom resolutions are possible including widescreen apertures. 3D sound is also in the works.

Yes.
In more detail, it's a framework for Fallout-like games. So a mod developer could create a game using what is essentially a more up-to-date Fallout engine. It just happens to have the extra benefit of allowing you to load the Fallout .dat files as well .

I went to the page and didn't see anything specifically on how to get Fallout running with this software.
It seemed that all of the examples dealt with compiling and using the program to access Fallout 2 graphics, but I may have missed a section since I'm ninja-surfing at work.
