Has anybody added a non steam game to their steam lineup?

I was wondering what happens. I mean why do it? Is it just a shortcut to your game or what?

I bet it also lets you access the steam overlay so you can yap to your friends about how amazing the game is instead of playing it.

This. It shows up as an entry in your library. You can use it to launch the game and track the time it's running (I'm guessing this part). That's it. Obviously you can't download/install it from Steam.

I've done it for a couple of games, in order to use the Steam overlay to take/manage screenshots.

I've done it. And twice Steam forgot them all and I had to hunt them down one by one. Part of the reason I switched to Playnite to manage my library.
