Civ 5 game running after I've quit
The title says it all. I can exit Steam and it shuts it down but that's not really a fix.

Sounds obnoxious. You can always ctrl-alt-del, go to the task manager and shut down the relevant process yourself.

I can't help you but I also find Steam and Devs who favor them to be pretty obnoxious about footprints, both on my PCs resources and on taxing the Internet. It is not too uncommon to exit out of much lesser games than Civ that do all kinds of information exchanges after I quit and have it bring my 2up2down internet to its knees, which in turn confuses my PC and brings it to its knees as well.
I was starting to think of GOG as more but GOG Sky or whatever it is, might actually be worse.
If I had to give up achievements to get Steam Sync to behave I'd do it in a heart beat.

and see if that helps for this one issue.1) In your Steam Library, right-click on XXXXX and select "Properties."
2) Click the "Updates" tab.
3) Uncheck "Enable Steam Cloud synchronization for XXXXXX."
4) Click "Close."

I used to get the message that Civ5 was still running when I shut down my computer. It turned out to be a screenshot subroutine that wouldn't close, IIRC. I don't think there was any fix for it.

It may indeed by the fault of Civ or Steam, but what you are describing is exactly the problem I have with Firefox.
I need to do backups of Firefox fairly often, and the backup utility frequently tells me that I still have Firefox still running, although it is not, and nothing visible remains in control-alt-delete under processes. Have to reboot the system to close Firefox completely!
I was suspecting that this was Windows 10's fault, but I have always gotten over my annoyance before I got around to researching the problem.

If I have an app that refuses to shut itself off in a timely manner, I'm not bashful about creating a little batch script and saving it to my desktop.
- Right Click your Desktop
- Select New > Text Document
- Inside the new Text Document, type: taskkill /F /IM Civ5.exe
- (change Civ5.exe to be whatever the actual name of the executable of Civ 5 is)
- Click File > Save As...
- Save on your Desktop as KillCiv5.bat (changing the .txt to .bat)
