Think less "cartridge" and more "flash memory".
32-bit is classified as 5th gen. That'll get you into PS1, Dreamcast territory.Coleco claims the Chameleon will be "a versatile new video game system that serves as a modern day take on the classic game console," and is promised to "accurately play classic games." The system will also play new 8-, 16-, and 32-bit games, all in the spirit of the "golden age of gaming."

Coleco officially removed its name from the product after the makers were unable to prove that the product could function... that it actually exists. The RetroVGS website and Facebook page have been deleted, and apparently production plans have ended.
I'm not sure what they were hoping to achieve here, but I hope they know how lucky they are that the Kickstarter never happened.
