Royalty Free Pictures

I'm working on an online piece in my class about Canadian relations and the upcoming U.S. relation and I'm looking for a pic of Good ol' George W. Unfortunately though, most places I've looked requires some kind of a fee to buy the picture.

Does anybody know of a place where I can get pictures for free? It will be fully credited, but the use must be free.

Have you tried government sites? Would seem to me that they would have public domain photos.

I have tried government sites, but they still require permission, which is difficult, since they tend to take next to forever to reply.
