Sorry I stalled the thread. The previous movie was Faces in the Crowd. Highly recommend it for the way it is shot.

Believe it or not it is (the actual title is Frankenstein Meets the Wolfman). Just not this one. You are in the ballpark, however.

I have no idea about the title, but that second pic reminds me of something that happens a lot in period-rural-poverty movies.

I assume we're looking at the late-1930s South. The woman is sitting on the porch of an old house that is so weather-beaten that it looks decades old.

However, unless in the story she's visiting some old abandoned place, there's no way it would be that weather-beaten while anyone still lived in it. Those old places look like that now because they haven't been kept up, but at the time they would have been. People knew you had to paint your house before it looked that bad--otherwise you'd get rot and leaks--and they know how to do it.

You can see it in the first pic too. The signs on the building in the background have decades of fading on them, but at the time they would have been kept fresh.

(You see this is in medieval period pieces too: castles that look cracked and weathered like they do today, with filth all over everything on the assumption that all those housekeeping servants were for nothing.)

I don't know what's happening here, but I've seen this kind of thing enough to think of it as a pretty common mistake: filmmakers assuming that old buildings and old tools and old decorations looked then the way they look now.

Plus that truck in the first pic: judging from the characters' clothing, it would been new at the time, but it's rusty like it's 40 years old.

I am reconstructing this movie from the pics, and it's a tragedy of materials decay.

That tank isn't rusty, though. It's pitted because it's an M4A1 with cast rather than rolled armor.
