The core issue is that people are claiming relgious exemption when they really have a political/philosophical reason for not wanting to vaccinate. But they know the religious exemption is protected (under law) so they claim it. As a result, there is a belief that the religion actually promotes/believes this and it snowballs as parents talk to one another and indicate "Hey, it worked for me." So laws like the one in NJ would remove that option because we know that there's only a few religious sects that actually do not accept vaccination. I've yet to actually see or read about a legitimate formal religious objection to childhood vaccination, FWIW.

Don't remember where I heard this, but I like it: "Autism causes vaccines." (Meaning that people on the spectrum are more likely to go into the STEM fields than people who aren't, doing research that leads to better vaccines.)
