Shooter was a convicted felon (1995 aggravated assault in Georgia IIRC) and violated an order of protection in Aurora, among other arrests there. He had an Illinois FOID (he shouldn't have been issued one, someoene screwed up there) and applied for a CCW permit. Background check for CCW turned up the felony, the State police revoked his FOID, and informed Aurora police. The shooter was also sent a letter stating that he had to surrender his firearms. There is confusion as to whether Aurora PD was supposed to confiscate. He bought the firearm "legitimately" but illegally since he would have had to have lied about the felony on the 4473 form and his FOID application.

He also passed the employer's background check.

What the hell is he point of all the checks if they are innacurate and/or no one bothers to follow up?

One of the victims was a 21yo HR intern. It was his first day.

USA Today
Despite the knowledge, state and local police appear to have made only a cursory effort to compel Martin to turn over the handgun.
...
Illinois State Police records show Martin was sent a letter on April 15, 2014, telling him he was required to relinquish his state firearms license. Police gave Martin 48 hours to transfer his firearms to a licensed gun owner or give them up to police.

If he saw the letter, he ignored it.

He would hardly have been alone.

Fewer than half of Illinois gun owners whose licenses are revoked follow through with the requirement to show authorities that they no longer own firearms, according to State Police data.

State Police sent more than 10,800 revocation letters to Illinois residents last year. But “in most instances,” the agency said in a statement, the gun owners failed to vouch that they no longer possess a firearm.
...
State Police acknowledge Martin shouldn’t have been granted a license in January 2014. The agency also says the Aurora Police Department should have been informed through a statewide police database that his license had been revoked.
...
The search of records conducted by the agency firearms licensing staff produced only his Illinois criminal history information, which revealed nothing that would disqualify him, State Police said.
...
Martin bought the Smith & Wesson in March 2014. Ten days later, he applied for a concealed carry permit.

He chose to submit fingerprints, which cuts the maximum processing time for an application from 120 days to 90 days.

The fingerprints helped surface his conviction in Mississippi, State Police say. They sent Martin the letter informing him his license had been revoked.

The agency was also supposed to notify police in Aurora, where Martin was living, of the revocation.

Aurora Police say they have yet to turn up records that they were informed of the revocation. Police Chief Kristen Ziman said she did not know if Aurora police or another agency made any attempt to see that Martin gave up his gun.

FWIW, most revocations are administrative, like for people who move out of state (Illinois residency is a requirement) or whose FOID expires. But there are still plenty that are like this one and there is no follow up.

Won't go into more in EBG. Just wanted to point out that that 10,800 number is mostly admin.

Yesterday: University of North Carolina-Charlotte
A man armed with a pistol opened fire on students at a North Carolina university during the last day of classes Tuesday, killing two people and wounding four, police said. Officers who had gathered ahead of a campus concert raced over and disarmed the suspect.

The shooting prompted a lockdown at the University of North Carolina-Charlotte and caused widespread panic across campus as students scrambled to take shelter.
...
The Charlotte-Mecklenburg Police Department identified the suspect ... [and ]said he's in custody with charges pending.

WaPo
The two people fatally shot at the University of North Carolina campus here were identified Wednesday as students of the public university.

UNC Charlotte officials said the victims were Ellis Parlier, 19, of Midland, N.C., and Riley Howell, 21, of Waynesville, N.C.
...
The shootings occurred Tuesday in the Kennedy Building at the 29,000-student university, according to authorities. The gunman apparently targeted an anthropology class shortly after 5:30 p.m. for reasons that remain unknown.
...
Four others were injured in the attack. Three of them were initially described as being in critical condition, but their conditions appeared to be improving. Dubois told WBT radio that the injured “look like they’re going to be fine.” Three were still in the hospital and recovering after surgery, he said, and the fourth was released.
USA Today
Riley Howell was likely the second fatality in the UNC Charlotte shooting, but not before he attempted to stop the gunman — and in the process, saved lives, said Charlotte-Mecklenburg Police Department Chief Kerr Putney.

Putney said he promised Howell's father he would not give many details on the incident, but said multiple times that the 2016 T.C. Roberson High School graduate prevented other deaths.

Howell's decision to fight may have helped police disarm the gunman, identified by law enforcement as ex-UNCC student Trystan Andrew Terrell.

"He took the assailant off his feet," Putney said during a May 1 press conference in Charlotte. "And the heroes that we have here were able to apprehend from there."
CBS News
A vigil was expected to be held on Wednesday. UNCC's class president is expected to speak at the event, along with a representative of the school's Army ROTC Corps of cadets, as Howell was an MS1 cadet freshman.

Re: Active Shooter [My Building]

Post by ImLawBoy »

The good news is that it ended up being a misunderstanding (although details are still coming out). In any event, there was an active shooter call to my building today at around 1:30. The latest I heard was that someone on the 16th floor was watching an active shooter training video, someone overheard it and thought it was real and called 911. Others are saying it was drill that just went wrong (without proper notifications). In any event, there was never really a shooter, but at least we got visited by a ton of cops and nearby buildings (including City Hall) may have gone into lockdown.

Ironically, we actually had active shooter training scheduled for my floor for later today, but it was cancelled due to this chaos.

So it turned out to be a passive shooter.
