Here is a story on the proposed Long Beach site. No mention of who pays, but:

In Long Beach, the team is reportedly eyeing a 13-acre parking lot close to the city’s waterfront. That site is also slated for use during the 2028 Olympics, when temporary water polo and BMX arenas are slated to rise as part of a larger competition zone in the city’s downtown area.

With all the college facilities in the LA area why would they need "temporary" facilities for water polo?

And is 13 acres really a big enough site for a MLB stadium with some parking? We are talking LA here.

I've been to a fair number of Angels games, actually saw the last time they clinched a playoff spot. If I had to go to Long Beach probably not so much. That place is a real pain to get in and out of.
