Always meant to write Mr. Carter and express my best wishes when he had a bout with cancer. I never got around to it. I wrote an e mail today and will write a letter on paper tomorrow wishing him the same.

Technically, yes, but we use "former" because otherwise people constantly confuse him with Trump. Sad!

When I was in college, Jimmy Carter dropped in on my French course and proceeded to explain the history of the French in North Africa for most of the hour. (This was prompted by some crisis in Libya or Algeria at the time.) He was a good lecturer.

More weirdly, he visited my friend's art history class the day they were talking about Robert Mapplethorpe. That was apparently pretty tough on the first-year professor.

Every year Carter hosted a town hall on campus, and it was traditional to ask him tough questions. He seemed to welcome them. Most other politicians, when asked how they as a self-declared Christian could support legal abortion, would probably give a short canned answer and move on. Carter's answer to that question was twenty minutes long.

I seem to remember long ago reading an article that said Former, Ex or just plain Mr. were all correct methods of address.
