At the start of the movie, Axel promises his chief that he will not do any follow-up on the murder of his buddy, Mikey. (But does)

And later Axel makes Billy promise not to follow him into the warehouse (because Billy is a BH Cop, and didn't have a warrant) where they discover the cocaine shipped with coffee.
