Well, the first repair tool (which can't hurt, especially if you uninstalled 2007 after installing 2019). The problem for me is I don't own 2019 on anything and I've already been proven to be out of my element when you told me 2007 and 2019 were running concurrently. I'd wait a bit to see if someone else pipes in. As to dumbing down default associations.
As example
Start type default
click default apps
Click set default by apps
Find Outlook (I don't have outlook so I chose mail)
Click manage
Verify
If you see other apps that look like mail you can click on them to see what they control and switch them to outlook.
You can also use other options to set defaults. I just went the route that was easiest for me to see and act on.

Manage the information Cortana can access from this device
Will get you here, where if she is interacting with your email, you can tell her stop
