Having trouble with Afterburner fan speed profiles

Just got new ASUS ROG PC, an i7-9700F with a RTX 2070 Super.
Installed MSI afterburner, defined a simple fan speed profile (35 percent to 35C, then +1 percent for each degree of temp).
What I'm finding is that the fan speed is going back and forth in game play. I tried it with The Outer Worlds, running at 1920x1080 maxed out.
With the computer's default fan speed it was getting up to 75C. Hotter than I'd like.
When using my profile, even at 70+C, what I'm finding is that the fan will rev up to profile speed, and then in a couple of seconds back down to the non-profile controlled speed. Back and forth, and my profile speeds are not sticking.
This can't be right. It isn't how Afterburner behaved with my last machine. This happened both on the latest version of Afterburner and the latest beta. Any ideas?
