So says a thread at CAG. A couple of people have called to confirm the deal. The only restrictions are that the game you get for half-priced must have an equal to or lower cost than Madden (so no buying Madden for the PS2 and getting a regular priced 360 game) and that a select few games aren't included in the deal (NCAA '08 was one but I don't remember the other two - Forza, maybe?). Still, seems like a decent deal if there is another game you want.
