Canada's economy shrank in the second quarter, its worst showing in seven years, hurt by a drop in exports and a disruption to oil production caused by wildfires in Alberta, though growth was seen as likely to rebound later this year.

While the quarterly drop slightly exceeded market forecasts, economists were encouraged by other figures released on Wednesday that showed the economy resumed growing in June.

They said the June pickup supports the Bank of Canada's view that growth will recover in the third quarter. The central bank is not expected to move off the sidelines at its meeting next week.

"I think the Bank of Canada is still confident that exports will turn up and lead the economic expansion in the second half of the year," said Sal Guatieri, senior economist at BMO Capital Markets.

Gross domestic product contracted at an annualized 1.6 percent rate in the second quarter, Statistics Canada said.

That exceeded forecasts for a contraction of 1.5 percent and was the biggest annualized decline since the second quarter of 2009, when Canada was in a global credit crisis-induced recession.

"The quarterly GDP print for the second quarter wasn't pretty, but no one was expecting it to be," wrote Andrew Grantham, senior economist at CIBC.

The Canadian dollar cut declines against the greenback following the report, but it had weakened further by midday as oil prices fell.

The Canadian economy is technically in a recession with two consecutive quarters of contracting GDP. However, the recession does not seem to be bothering most Canadian economists — or, for that matter, most Canadians. The sentiment was best summed up by a quote from Doug Porter, Chief Economist at the Bank of Montreal. “Best. Recession. Ever.”

Why would a recession be treated in such a cavalier fashion? It appears to be atypical in several ways. Canadians have good reason for optimism based on other economic aspects.

First, the GDP contractions are quite small. First quarter GDP was revised downward to a 0.2% loss from a 0.1% loss, and the first estimate of the second quarter GDP also came in at a 0.1% loss (0.8% and 0.6% annualized respectively). Given the slump in oil prices and the energy industry, it’s surprising the damage was not greater. The energy sector accounted for just under 28% of Canada’s 2014 GDP in goods-producing industries, according to Statistics Canada (Statscan).

Further, while the previous five monthly GDP values showed contraction, the June reading produced a growth of 0.5%. Growth was broad-based and headed by the problematic oil industry, which posted its first gain in over seven months.

Other economic indicators defy the typical recession. Jobs are being created at a healthy pace, and consumer spending is still robust.

Canada's Trudeau backs away from electoral reform promise
Prime Minister Justin Trudeau on Wednesday indicated he was backing away from his pledge to reform Canada's electoral system after political opponents accused him of trying to rig it to benefit his ruling Liberal Party.

Trudeau took power last November vowing to scrap Canada's first-past-the-post system, which allows a party to win a majority government with less than 40 percent of the popular vote.

He initially promised new rules would be in place for the next election, scheduled for October 2019. But in an interview with the French-language Le Devoir newspaper, he made clear the timetable was likely to slip.

"If we're going to change the electoral system, people have to be open to that," Trudeau said, adding that major changes would need the substantial backing of Canadians.

"If we get less support, it might be acceptable to make a small change," he added in his first comments on the matter.

Liberals had privately been signaling a delay was likely, given that public consultations are dragging and Canada's chief electoral officer says time is running out to introduce reforms before the October 2019 vote.

Liberals prefer a preferential ranked ballot system, where voters indicate their first, second and third choices. If no candidate initially captures 50 percent of the vote, then second and third choices are counted until a winner emerges.

The official opposition Conservatives - who complain this would unfairly benefit the Liberals - are demanding a referendum before a new system is brought in.

The left-leaning New Democrats, who also suspect Trudeau wants to game the system, prefer proportional representation.
This is not unexpected. Attempts have been made at electoral reform at the provincial level via referenda, but they all failed. It doesn't help that each major party benefits from different systems -- first past the post helps the Conservatives (there are no other significant right-wing parties, so there is no vote splitting to worry about), preferential ranking helps the Liberals (less popular leftist parties will tend to fold their support into the most popular one) and proportional representation helps the fringier parties (NDP, Green, etc).

I'll probably let this slide without being all judgy about it come the next election. But they had better not backslide on marijuana legalization... ;)

Canada's answer to Donald Trump is a pediatric surgeon and former cabinet minister who, like the U.S. president-elect, is railing against immigration and political elites.

Kellie Leitch, 46, has vaulted to the front of the race to lead the opposition Conservative Party by pushing a hard-right "Canadian values" platform that taps into discontent over the sluggish economy and Canada's acceptance of 37,000 Syrian refugees.

Leitch is ahead of about a dozen candidates in the most recent opinion polls on the Conservative leadership election, scheduled to be held on May 27, 2017. The candidate chosen by party members will be their flag bearer for the October 2019 general election, against Prime Minister Justin Trudeau's Liberals.

"Elites pretend this isn't an issue, but Canadians want to talk about it (immigration)," Leitch said in an interview last week from her farmhouse in rural Ontario.

She has professed admiration for Trump's embrace of the ordinary voter, and acknowledged similarities in their agendas.

"I am talking about screening immigrants, I am talking about building pipelines, I am talking about making sure Canadians have jobs, so yeah, some of the ideas and language are the same," said Leitch, an energetic and plain-spoken former labor and women's affairs minister.
I hate to break it to her, but we're already screening refugees (which I presume is what she means by "immigrants"). And building pipelines, for that matter.

Never let it be said that nothing good came from the Trump presidency.
Canada is gearing up to expand its "hard power" overseas with major plans for new defence spending.

Defence Minister Harjit Sajjan announced on Wednesday that the government plans to grow the military budget by 73% over the next decade.

The money will go to 88 fighter jets, 5,000 new military personnel and new ships.

The move comes at a time when Nato is pressuring countries to contribute more to global crises.

"This defence policy is for Canada," Mr Sajjan told media when asked if the new spending will appease US President Donald Trump, who has frequently called on Canada to contribute more to Nato.

The defence budget will grow from C$18.9bn ($14bn; £10.8bn) in 2016-17 to C$32.7b a year in 2026-27, or by about 73%, with most of the new funds being delivered after 2021.

In her address to Parliament on Tuesday about the government's foreign policy goals, Foreign Affairs Minister Chrystia Freeland urged Canada to resume its role on the world stage that it once had during the First and Second World Wars.

She said Canada must be willing to step up and expand its "hard power" as we can no longer rely on American leadership.

"It's only fair for us to acknowledge the larger contribution of the United States. For in blood, in treasure, in strategic vision, in leadership, America has paid the lion's share," she said during her speech.

Currently Nato countries are encouraged to contribute 2% of their GDP to military spending, but few countries do.

The new funding will see Canada's military spending rise from about 1.2% of the GDP to about 1.4%.

The funding will go to strengthen Canada's commitment to Nato, the North American Aerospace Defense Command (Norad) and continue the fight against IS, Mr Sajjan said.

The era of having to pay cellular providers to unlock your cellphone will end this year.

As of Dec. 1, cellphone customers can ask their provider to unlock their phones free of charge, the CRTC announced Thursday. At the same time, it said, all newly purchased mobile devices must be provided to customers unlocked.

Kevin is the best part of Shark Tank. I don't think anyone could call him dumb. He just doesn't get caught up in the emotional side of the pitch and instead grills them about the business plan and finances.

The Definitive Ranking of the Most Easily Offended Provinces
Canada is a land of contrasts. Mountains and plains. Forests and the sea. The tundra and that big pit in Manitoba where millions of snakes fuck. Diversity is our strength.

But transcending all the things that separate us is the one thing that truly unites us all: getting extremely pissed off about stupid shit all the time. And at the very top of that mighty molehill of manufactured anger is the most Canadian grievance of all, which is being angry that someone trash-talked your province. We learned that over the weekend when Justin Trudeau "accidentally" (read: deliberately and with the fire of a thousand dying suns) omitted Alberta from his Canada Day speech in Ottawa and people are still mad several days later. It is a beautiful sight. God bless this country.

Not all provinces are created equal though. Just like some of them are moulded by the thick rocky crust of the Canadian shield and others by some other geological formation with a less badass name, so too do some provinces have a thicker skin than others.

I agree with the list, Quebec can get pretty bad if someone dare threaten french.
Post on FB that you went somewhere in Canada and *gasp* nobody could serve you in french and watch the comments pile up, it's quite glorious.

Canada is protecting children from cartwheels.
Cartwheels are not permitted on school property in the playground rules section of the school's draft handbook for 2017-18. The rule came into effect this school year even though injuries have not been reported, principal Todd Gribbon admitted.

The Nugget checked a few other North Bay schools' code of conduct and didn't find cartwheels banned elsewhere. They are, however, not permitted at some schools in Britain and Australia.

A Toronto school made news recently when it banned all balls from its premises after a parent who was hit by a ball suffered a concussion. A few schools in the U.S. have banned footballs, soccer balls, baseballs and lacrosse balls.

Also, since I'm already bumping the thread, here's our periodic reminder of what passes for Twitter-centric political scandal on this side of the border.
A Canadian Conservative MP has apologised after referring to environment minister Catherine McKenna as "climate Barbie".

Gerry Ritz made the comment on Twitter during an online exchange over a climate-change report.

The tweet provoked a furious response from Liberal MPs and others, and was later deleted.

Mr Ritz apologised, saying his comments were "not reflective of the role the minister plays".

I guess I never realized that Canada has its fair share of conservatives who deny hard science, or sexist asshats not ashamed to prove they're sexist asshats. I sometimes forget we're more alike than not.
