The thing about Scoop is that as chaotic as his plays might be they always make some sort of random sense for his team. This play as a wolf makes zero sense for his team. This play for a villager makes sense if you suppose that the protector allows him to pretend to be that role and thus remains covered. I don't agree with it being a good play or even a sensible one but it does have a tiny upside which is the hallmark of Scoop plays - very high risk and very tiny reward.
