Many of my highly desired wishlist items are on sale as well, but price-wise they aren't even close to a sale price that will get me to pull the trigger, and that's with me having relaxed my price-point requirements significantly over the last 2-3 years.
When a game is 67% off and still over 25 bucks, the 67% might as well be 99% or 0% for all the good it does me.
With that said, there are a few nice to haves on my list that are low enough that I might pick them up, although I'm finding my motivation to buy/collect games that I have no intention to immediately play to be lacking these days. I seem to have stopped collecting games for a rainy day. I don't know if that's good or bad, or whether it saves me money or not.
Nioh at CAN$28.49 after 50% off and NieR: Automata at CAN$39.99 after 50% are particularly saddening. I really would like to play either, the sooner the better.

That's kind of where I'm at. There are lots of things I want that are on sale, but none of them are 'cheap'. The cheapest items are DLC that are all still $10+. The days of waiting for the sale and getting something I've been wanting to play for four or five bucks seem to be over.

I gave up on 5 bucks at least 3 years ago. 10-15 bucks is where I am now, and 20 bucks if it's something I really, really want.
There are a few on my wishlist in the 5-15 range, so I'll seriously consider those, but I'm not jonesing for a new game, which reduces my willingness to buy stuff just because it's cheapish.
Blood bowl ii is <10 bucks, and a few of the guys have been multiplaying it in league play, which seems like fun. The original had heinous copy protection though, so I'm reluctant even at that price.
There are definitely games on my wishlist that are in my current buy range. I just don't know that I'll actually buy them.
Of note is that when I've been looking for a specific game at the cheapest price I can find, I almost always find it somewhere else than steam. Humble Bundle, Fanatical, Green Man Gaming all seem to be able to out perform steam these days. Which is no surprise I guess. Steam is the behemoth in the market now, and everyone else is the little guy and they need to try harder to get people to buy from them. Which is fine, since most of the games they sell come with steam keys, which is important to me. I despise having multiple gaming collections across multiple e-store formats.
