That one was sleuthed out a while ago (there are all sorts of bits and pieces all through the lore about it), although it's cool to hear it confirmed from a (formerly?) official source. Think about the 'seclusion' experiments they do for modern space travel - putting a team of people in a small shelter for a year to see what kind of problems might crop up on Mars, for instance. That's Vault-Tec, just on a much smaller scale.
Of course, the problem they had was obvious: Now that we have the experimental facilities, how do we get the test subjects?

I saw all his stuff and just quit going there. Been 6 months I bet since I was last there. Sometimes he goes further than I like.

Fallout Worlds are special servers with tweaked systems and rules (like everyone having Bloody Mess and unlimited ammo, or one that gives you complete freedom to build.) If you pay for the premium subscription, you get the make your own custom worlds where you can tweak all of the settings yourself.
