How does that play out in the actual game?
The one thing that kills almost all 4x games for me is the micro-managing. If this game removes that aspect, I'm probably in.

The private industry works on its own behind the scenes. For example: When you build a mining facility, the game begins to assign private merchant fleets to it. You'll see cargo ships coming and going from the facility, but you'll not be able to control them. A part of each ship's take is returned to your coffers as taxation. Same goes for worlds on which you build entertainment facilities and other revenue producing buildings. It's a pretty neat little mechanic that adds to your funds while not requiring you to pay attention to things that any real (capitalist) leader would leave to the private sector.

And if you're looking for control over how much or how little you can control in this game, you've just found your ideal game. Everything...and I mean EVERYTHING...can be assigned to an AI down to a granular level that will make your mind explode. You can even automate everything but one ship, take control of that, and just cruise around the universe exploring/fighting/sitting in the open with a target on your back.

Oh, and the mod community was still pretty active the last time I checked. I particularly enjoyed a Star Trek total conversion mod.

Caveat: It is an older game...and it's from a smaller developer. So don't expect big developer house level graphics. But the amount of stuff that is in the game is remarkable in light of that.
