It's in the BIOS.

Stands for Hyper Transport Frequency, a technology aimed at reducing latency in chip to chip transactions. The HT Frequency setting in the BIOS is a multiplier affecting data transfer rates between the mobo chipset and the CPU. The FSB clock X the HTFreq should be <=~1100 on recent systems, IIRC. In general, 4x or 5x will be your choice unless you're using legacy hardware.

Well, would a ATI TV Wonder PCI be considered legacy hardware? It's pretty old.

I ask this because I was having stablity problems with my rig when it was set at 5x.

Here are my specs:

Athlon 64 3200+
Soltek Qbic 3801A SFF PC
1024MB DDR
ATI Radeon 9500 Pro
2x 200gb Segate 7200.7 (one IDE, one SATA)
NEC 2510A DVD-R
ATI TV Wonder PCI

I've set it to 1x, and so far so good. How big of a performance hit are we talking about here? I will try 4x later.

Not relevant. I was referring only to the chipset.

At 1x, you're crippling your system for no good reason (though, yes, it'll be stable). I believe that socket 754 board should support up to 4x HTT without instability, so try that.
