Relic Scenario Question (Hulk of the Wayward Warrior)

I know I must be missing something, but how does this scenario actually work?
I guess my main question is...since the players do not have to put any threat cards on the scenario card for the scenario deck, what happens if nobody puts any there at all? If I make it to the middle, and there are no threat cards there, or even maybe just a couple (not enough that is needed), then what happens?
