I will make the adjustment to let him scan for Buttercup up until the fleet activates. I'll have to think through the reward, but the one time protection sounds pretty good.
how about if he finds her, each morning she is informed if he is alive or dead. (your true love lives!)
I think this is the way I'm going to go.
Westley will know that he has found Buttercup. He'll have to be very careful with that information, though, because he has to stay hidden to protect against the Pirates.
Buttercup will not know who Westley is (she'll know if he dies overnight, of course), but will get his status each morning (if he has found her).

I will change it to "must scan." However, if I'm understanding your comment correctly, there is no risk to scanning. Their scan target will not know they were scanned by a Pirate (unless it is Roberts, of course). The Pirates will want to find Roberts as soon as possible, because by connected with Roberts, they will become immune to the conversion.

Dread Pirates will scan before Evil kills at night.
That way it is possible for the Dread Pirates to activate, then have one of them killed by Evil. That slightly increases the odds of a Pirate activation.
I will not tell Westley that the Dread Pirates have sailed until the next nightfall. There will be a day where he won't know the Pirates are active, but he will get that information immediately upon nightfall, so that he can begin scanning for Roberts and applying protection.
I've still got a couple minor tweaks that I'm considering, but I will have everything out tomorrow, at the latest.

If the Dread Pirate Roberts is killed before he can connect with a Pirate and activate, Pirate #1 (specifically designated when I roll the roles) will inherit the mantle of the Dread Pirate Roberts. He will then continue to scan for Pirate # 2. Obviously, their odds of finding each other will be diminished, but the Pirate faction will not die with an early death of Dread Pirate Roberts. Should the new Dread Pirate Roberts die, then obviously the Dread Pirates will never activate.
The idea is that the original Dread Pirate Roberts is Cummerbund (the original) and Pirate #1 is someone like Ryan (who inherited the title).
While the Dread Pirates are still longshots to win, these last two adjustments (scan before night kills and passing of the mantle before (and after) they activate) should at least give them a fighting chance.

If the fleet never activates, as soon as the next to last pirate electees dies, the other is automatically evil? Ouch, that would be a 2 person reduction to the villagers with one kill, with the added bonus of evil boosting their ranks. Not saying thats necessarily a bad thing but late in the game it would be a killer.

Are we starting at Night, with an even number? How will you handle 'majority' in the event extra or blocked kills change us to a Daytime even?

Yes, the game will start at Night.
If game events change us to even daytime numbers, then majority will be .5+1 (10 players = majority of 6).
