Maybe they just don't want to be part of the making of political hay. Or give more weight to the viewpoint that they are a political arm of whichever party is in power.

Yeah, only thing I can think of is that someone flipped/gave new info, and DoJ is kicking the tires again... no charges filed definitely means they could file some other time (no double jeopardy/dismissed with prejudice, etc.)
