what does the white shaking icon near a topic title mean?

EDIT: i assume it means a new post within so many hours or so many last visits, but you haven't checked it since you last refreshed...?

There's an icon key at the bottom left corner of the thread listings.

The icon you refer to indicates that the post is a "popular" post, which I believe means it has 55 posts or more. A grey icon would mean there's no new posts since your last visit, an orange icon would mean there are new posts.
